Short for Request For Discussion, the article that opens a Big 8 newsgroup proposal. It states the proposed name, charter, and moderation status, and is posted to news.groups.proposals for a discussion period in which the wording gets revised. If the proposal survives, a Call For Votes historically followed. The process is now run by the Big-8 Management Board and sees few proposals.
