The posting policies an individual news server imposes on its own users, separate from any network-wide convention: which hierarchies are carried, maximum article size, whether posting is permitted at all, and what abuse closes an account. Because Usenet has no central authority, these local rules are the only ones actually enforceable, and they vary widely between universities, ISPs, and commercial providers.
